A commonplace book is a notebook of passages copied out by hand from whatever you are reading, with no organising principle beyond the order you met them in.

Why copying

Because copying is slow, and slowness is the mechanism. You cannot transcribe a sentence without having read it properly, which is more than can be said for highlighting it.
