The Brahmaputra and Barak river systems drain a stretch of the eastern Himalaya and its neighbouring hill states before crossing the plains of Assam, and for as long as records have been kept, that crossing has meant an annual flood season. Close to forty percent of the state's land area is officially classified as flood-prone. What makes this year's monsoon worth examining is not that Assam flooded (it floods most years) but a newer question being asked in the districts hit hardest: how much of the damage was the river's doing, and how much was dug out of the hills above it first.
A season that keeps repeating
The scale varies year to year but the pattern does not. Recent flood seasons have each displaced or affected populations in the tens of lakhs: 2019 and 2020 were both severe, and 2022 brought a fresh wave of displacement along the same river corridors. Official figures for 2024 put the affected population at roughly 43 lakh people across more than 7,000 villages, with the combined toll from flooding and landslides passing 120 lives. Read across a decade, these are not isolated disasters so much as one long-running structural event that happens to arrive in seasonal instalments.
What made this year different
The flooding that hit the upper Assam districts of Sivasagar, Charaideo and Jorhat in July stood out for how fast it rose and how far it reached: tens of thousands of hectares of farmland damaged or submerged within days, and a death toll that climbed past 100 in a single episode. Officials initially attributed it to an unusually intense cloudburst along the Assam–Nagaland border, and heavy rain was certainly part of the story. It was not, by most local accounts, the whole story.
Residents and local reporting in the affected districts have pointed to something upstream of the rain: extensive coal and stone extraction in the bordering hill areas, much of it alleged to be unauthorised. Large-scale excavation on river-valley slopes loosens sediment and can reduce a river channel's capacity to carry a sudden surge: the kind of change that would not show up in an annual rainfall chart, but would show up in how fast a flood arrives and how much material it carries with it. None of this has been independently confirmed through a formal inquiry, and the claims remain, at this stage, allegations rather than findings. But they are widely enough repeated on the ground that "natural disaster" has stopped being the uncontested description of what happened in July.
We have flooded before. We have not flooded like this before. The water came up faster than anyone could remember, and it was carrying more than water.

The relief math
Disaster relief in India runs largely through two channels (the State Disaster Response Fund and the National Disaster Response Fund), and the gap between what Assam has asked for and what it has received is itself a documented pattern. Over the decade to 2024, the state's estimated cumulative flood losses ran past ₹37,000 crore; the amount formally requested from the central government was lower, at roughly ₹27,000 crore; and the amount actually disbursed came in at under ₹6,500 crore: something under a fifth of the state's own damage estimate. Relief arriving late, or arriving partial, is not unique to this flood season, but it is a recurring feature of how the response has been financed.

"Every year the number moves, and every year the gap between what's asked for and what arrives stays roughly the same shape," said a disaster-management researcher who has tracked SDRF and NDRF disbursements to Assam over the past decade. "That's not a funding crisis in any one year. That's a funding relationship."
Upstream, a different debate
Separately from this year's flooding, the Brahmaputra basin has become the site of India's most ambitious hydropower buildout, with a series of large dams under construction in the upper catchments of Arunachal Pradesh. The largest of these, a 2,000-megawatt project on the Subansiri river, has had two of its eight generating units commissioned already, with the rest scheduled through the end of 2026. What has drawn sustained criticism is not the dams individually but the absence of a cumulative downstream impact assessment across the basin: meaning no single study has attempted to model what this many large dams, taken together, will do to flood timing and severity for the plains of Assam that sit below all of them.
Whatever the outcome of the inquiry into this year's mining allegations, that structural question (a river basin being reshaped from multiple directions with no single body assessing the combined effect) will still be there next monsoon.
What a formal inquiry would actually need to settle
The mining allegations are, at the time of writing, exactly that: allegations, repeated widely enough on the ground to have shifted how the flood is talked about locally, but not yet tested against the kind of sediment-load and land-use data that would either confirm or dismiss them. A credible inquiry would need satellite land-use records for the affected catchments going back several years, extraction permits cross-checked against actual excavation footprints, and a hydrological model of how much additional sediment the altered slopes could plausibly have contributed to the July surge.
None of that is exotic science. It is the kind of study river-basin authorities elsewhere routinely commission after a flood this size. Whether it gets commissioned here, and whether its findings are published rather than filed, will say as much about the state's institutions as the flood itself said about its rivers.
